Driving Under the Influence

If an individual has lost their drivers license due to an aggravated driving under the influence in the state of Illinois, is there a state in which an individual can move to and obtain a drivers licence in that state?

You would have to find a state that is a non-compact state. Louisiana was one state awhile back; I'm not sure of the status now. Good Luck.
