Legal Question in DUI Law in Illinois

I have a Mexican friend who just recieved a DUI. He was driving his car with an invalid drivers license last week when he was pulled over and arrested for DUI. The police proceeded to tell him that he needs to buy his car back from them for a large amount of money other than just the few hundred dollars for the towing which he went to the towing place and payed for already. Does this make any sense? This took place in Illinois.

"A Mexican friend with an invalid driver's license". Is it possible that he is an illegal? As far as paying for his car, I doubt the police said he had to buy his car back. Perhaps the police are making him pay his fines and such before releasing the car.

Have your friend contact an attorney. What you are describing sounds, as the other attorney mentioned, like something is getting lost in translation (from the police to your friend to you to the website posting). How much money do they want and who are they saying he needs to pay?
