Illinois mandates car breath tests

According to a newspaper article I read a new Illinois law will require first time drunk driving offenders to install breath test devices in their vehicles. This law goes into effect in 2009. Will this affect people who have been convicted years ago and have paid all of their fines and done everything required by law and the courts in their home county? If so, how about people who had court supervision and did not have any further problems? It would seem that the State would be punishing people for the same crime twice in a case like this. If they are calling this a safety issue then I would think they would force all drivers to comply like the roadside safety checks they use.

This new law will only apply to people arrested after the law becomes effecive. By the way, it becomes effective 1/1/2008, not 2009.
