How long can they refuse to reinstate my license

I was convicted of DUI and leaving the seen of an accident in 1992.For the past 6 years I have had an alcohol eval.done and a hearing every time they told me I was eligable for one.Each time I've been denied,even for a limited license to get to work.I've not driven since and have no tickets against me.How long can they keep my license?

The Illinois Secretary of State's office has great discretion in determining whether to reinstate your license, which has been "revoked". Competent counsel should help you however, and if it appears that you have been denied in a manner that is arbitrary and capricious, there is recourse to have the action reviewed by a judge.
