A foreign country can refuse your visit since

the opportunity to visit is a privilege and not a right. However, I am surprised that you are being denied based upon the dui conviction. However, this is the post 9/11 era and many practices in terms of foreign policy concerns have changed. Contact your Congressman. Will be happy to discuss
