I'm assuming that since you're asking about broadcast licenses, you must be contemplating an Internet radio station or some type of video and/or music site. If this is the case, it's not FCC regulations that you have to worry about--it's copyright law. Depending on your venture, you need to aquire performance licenses and other deal to sell music (if applicable).
