This is about animal cruelty

I had to chose 'environmental law' because my topic was not listed.

I want to know what constitutes 'neglect' in Illinois in terms of cruelty to animals. Assuming that an animal has food and water and shelter, can it still be neglect to keep them in a small pen 24 hours everyday?
