Legal Question in Family Law in Illinois

My biological father has never provided for me in my life or contacted me. He lives a town over from mine. We have met once and spoken on the phone once and he has admitted to being my father. I also have two half brothers and technically a step-mother that are not aware of my existence. Do I have any rights as his bastard son? And if so, who should I contact in my state to help me?
