Legal Question in Family Law in Illinois

In the case of a divorced couple where the father is the custodial parent, and when the child reaches 16, legal age for driving, and by law, requiring insurance, who is responsible for putting that child on the auto insurance?....and if the responsible parent does not cover the minor and lies to the other parent that the minor is covered, who is responsible for any injuries or damages resulting from an accident by the said minor?
