Child Support, Parantage Summons

Is the only way to file a child support case in Illinois through the Department of Human Services? This process takes a LONG time and I wanted to know if there is anyway to speed it up. I was looking at the Circuit Court website in my county and they have a form for a parantage summons. I filed a case against someone else so I know that this is the intial step in the child support case. Is it possible for me to skip over the middle man, DHFS, and just go ahead and file the parentage summons with the courts on my own? If so, what exactly do I need to do because the DHFS just takes entirely too long!

You can hire an attorney or try to file a petition for support, not sure why you would go through DHFS
