my father who is an american citizen ans retired merchant marine residing in the philippines is just now denying i am his child, i am already 25 years of age, my father has not supported me since he seperated from my mother when i was about 3 years old, he refuses to get a dna test because he claims i am surely not his, despite the fact that his younger children look exactly like me, what could i possibly file against him considering he is residing in the philippines

The time has passed when you or your mother could have pursued him for support, if she did not do so before this date. As you are asking for a dna test, it would appear they never married. While a court where you were conceived might have jurisdiction, the statute of limitations appears to have passed. There is an argument that he left the state to avoid the case, but the simple fact is that you do not have a simple case - she would have to get him served with process in the Philippines - if successful you could seek support.
