Father By Default

With no dna test done, friend was named father of child by default. state has taken children from mother and are in foster care in IL. Spoke with atty there and was told not to get the dna as he was already father by default. if he is the father, he would like to raise this child. said atty doesnt think thats a good idea. why should he pay to support this child for the next 14 years if in fact it isnt his? this whole case is wrong. if the child is his, does he have any rights to get custody of this child and raise it? the child was 3 years old when he was notified that he existed. we really need some advice.

I agree with the former response - he will need to contact an attorney if he wishes to raise the child. Also, you have asked many questions that are too numerous and requiring more information before they can thoroughly be answered.
