Guarandianship

My grandaughter lives with her biological mothers step-sister in Illinois, the step-sister has avised the mother that she is moving the child to Arizona, Will this require the biological mothers permission?

It depends. Does the step-sister have a legal guardianship over the child? If so, then it is likely that the step-sister does not need the natural parent's consent.

If there is no legal guardianship, then I would think the step-sister would need the natural parent's consent to take the child out-of-state.
