Things may be difficult today. You'll have to go back to court, possibly on a motion for a issuance of a rule for him to show cause why he should not be held in contempt for failure to abide by the decree. He may have a valid reason and cross-motion for an extension of time if he can show good faith attempts and an inability to refinance. To avoid court delays, possible fees and costs, it may be worthwhile first demanding that he produce evidence of his attempts. If he can, then you may need to let him keep trying. If not, then you may be able to pounce.
