Legal Question in Family Law in Illinois

My ex husband wants me to start paying childsupport, however when I looked the decree it states this:

Payment of child support by the Wife for the two (2) minor children shall not commence until such time as she earns w-2 income excess of $25,000 per year at any time within two (2) years from the date of entry of the Judgment for Dissolution. In the event the Wifes income does not exceed $25,000 after 2 years, the issue of payment of child suppot by the Wife shall be reviewed upon the filing of an appropriate petition by either party.

The date of the court decree is 11/01/05, does this statement mean that if he wanted child support paid that it should of been done by 2007????

I'm also trying to find a family lawyer in Will County that is Family Law, I need someone to represent for this and I do in the future want to get custody of my daughter she 13 years old.

It means that you should have started paying child support based on 20% of your income as of Nov. 07. You best work something out because you are now delinquent.
