According to my marital settlement agreement, my ex-wife is required to sign the f8332 for one of our two boys. For the 2010 tax year, when is she required to submit the form to me by?

If your divorce decree does not say so, the Court would interpret this to mean "within a reasonable time" from entry of judgment in your case. Typically this means thirty days from entry of judgment. You will need that form in order to claim the exemptions if you are not the primary residential parent. The judgment alone will not be enough for the IRS.
