moving my child out of state

can my exhusband of 10 yrs. stop me from moving out of state to help my aging parents or take custody of our 14yr. old child? He sees the child 2 or 3 times a month at an average of 12 hrs a month

Yes. You need to Petition the court for removal from the state since the father has a right to see his children. The court can override that right if it is in the best interest of the child, but only a court can decide that.
