This is for visitation rights: If there has been no contact with the noncostodial parent to over 8 years, what rights does he have, if the child meets with him now, not as a visitation?

If there is an outstanding court order, that order remains in effect until it is changed. If there is no court order, and you were never married, he has no rights until a court says he does. If you were married, then he has an equal right to custody unless and until a court says otherwise.
