Legal Question in Federal Tort Claims in Illinois

How would a person file against the USPS and get by the tort protection in a chi

My daughter was the victim of sexual abuse at the hands of our letter carrier on his postal route. We pursued and got a criminal conviction and a 14 yr. sentence. He was convicted of molesting numerous other girls on his route and was investigated for the same thing ten years ago. My daughters case was the one in which he was caught in the act.

The attorney told me that since it is classified as an assault the Postal Service is protected because it was 'outside the scope of his employment'. I want to find an attorney with experience in these matters so I can find out what are some other options to move forward with a case. Any help would be most appreciated.

Thank you.
