dog bit neighbors dog

Our dog sliped out the door with a friend was stopping by, he ran to the neighbors house who were having a party...neither dog was on a leash. Our dog bit there dog, they took it to the vet we're up to 500 in bills. They called the cops but did not file a report. Can they file a report later? Can they sue us?
