funds and you have just enough information to have them prosecuted. My next

The simple thing to do if you just want them stopped is to tell the federal agency involved or the US Attorney's Office nearest you. If you want to be rewarded for what you know contact a False Claims Act attorney in your vicinity and see if the case merits bringing a case under the federal False Claims Act.
