rights to burial flag WWII vet's son

My brother was in possession of the burial flag of my father. He passed away, him and his adopted daughter were estranged from my dad. The daughter hardly new him. I asked her for my dads flag and she will not give it to me or respond to my request. I am the only remaining son. It means very much to me and she is withholding it just to be spiteful, she does not like me.

Can I legally get possession of my fathers burial flag from her?
