Legal Question in Civil Litigation in Illinois

My sibling was taken advantage of by a religious cult leader. While experiencing the initial onset of bipolar disorder and a psychotic break. My sibling lived with a religious sect that for lack of a better word brainwashed him and took advantage of his mental state. In doing so he was tricked into emptying his life savings of over $50,000 that was in an IRA fund left from a recently deceased parent. And the cult leader got this money after guilting that God wanted him to feed and clothe the poor and needy. My sibling was about to give away all his worldly possessions and move to the cult permanently.

The family was not in time to intervene before the money was transferred to this crook. The mentally ill sibling was convinced to at least try to ask for the money back to cover the tax burden of cashing out an IRA in full early and the crook noted it was already gone.

My sibling soon after had a terrible psychotic break that put him into mental facilities, and after barely surviving a Suicide attempt received help and is now doing well.

Is there any legal action to recoup the life savings swindled?
