Legal Question in Civil Litigation in Illinois

The store my daughter tried to shoplift from is saying she owes $225.00 to them,under 720I111.Comp. Stat. Ann. 5/16A-7. I have been told by some business owners that this can not be done. The judge fined her $165.00 and 30 hours of community service already for this infraction. Does she have to pay this also?
