Suing the D.M.V.

Recently, a friend of mine was arrested for driving - unknowingly - on a revoked license. Myself and one other individual were riding with him at the time of arrest had taken place, and he transfered the car over to me on the scene. I proceeded to follow him to the police station where I waited for two hours for him to be released. Turns out his revoked license was the result of D.M.V. error. Turns out a few years back he had taken his CDL test in Chicago and the D.M.V. had not recorded his payment. This casued a stop to be put on his License. However, because he moved he never recieved notification and after 180 days his license became revoked. This was back in 2004. After he moved he got an UPDATED drivers license with his new address on it. How is it that in 3 years this oversight was not caught? Also, is their any liability on behalf of the D.M.V or the police? Can he seek damages?

Who knows why it was not picked up, data entry error? No damages for the two hr inconvenience.
