my tax refund was wrongfully put into someones chase account and they spent it....should chase reinburse my money or my taxpreparer for making the error?

The problem is you signed the return. So you had an opportunity to check the account number when you signed the return. If it was correct and messed up somewhere else, then you can sue Chase or the preparer. Otherwise you may have to sue the other account holder.
