Legal Question in Immigration Law in Illinois

I have a friend that was 14 when she came in to the Unites States with a visitors visa for only 3 months, and that's what there trip here was all about just to visit, but at the end her elders decided to stay in the country and well she had no choice but to stay, her visa expired in May or June of 2000. Now she is 24 and she still has no legal documents and her visa was stolen along with her original birth certificate. Could she ever be able to become a resident or citizen?
