Legal Question in Immigration Law in Illinois

Is it legal to use a passport as collateral for a loan between two private parties? Specifically a Ugandan passport?

Legal? Don't know since I don't know the internal laws of Uganda. Wise? NO, but if it's the only thing of value you have, what can one say? It's a huge risk unless you were to choose a responsible third party like an attorney to hold it under strict instructions....
