Legal Question in Intellectual Property in Illinois

have a question. I am planning on opening website which will do a photomontage.

So, the user of the website will upload his photo and then he/she will chose a schene or theme to have his photo altered. For example, the person will upload his photo and the website will alter his photo so that this person is standing next to some celebrity, or this person is on the cover of magazine, or the user will be able to put his face on the dollar bill.

As an example of what I am trying to do, would be the following websites:

http://www.photowithme.com

http://www.photofunia.com

http://www.magmypic.com/

The person will be able to create and download his/her altered photos for free.

The site will make money using Google ad sense.

Please let me know, if I could face some legal issues.

Thanks a lot

If you are using the images without permission, you are most certainly going to have "some legal issues." You would need permission both from the photographer and the individual in the picture you are using.
