renting rights

I bought a trailer in a local trailer court and have lived there for two years. I have never had a problem, however, recently there was a new ''manager'' hired. This manager is writing ridiculous warnings to every tenant in the court. The warnings are usually to mow the yard within 24 hours or be charged $35 dollars. this aside, I have always kept my place up to standard and have no problem with them asking this. Yesterday I received a notice saying I had 1 week to attach SKIRTING to the perimeter of my 6'x4' front deck. I told the worker that that was ridiculous and that no one else had siding on their decks, 20 minutes later, the manager gave me a warning stating that I used profanity to his employee and if it happened again I would be evicted. I have a witness to the conversation, no profanity was used and I'm not too concerned about that. My question is when are the lines of harassment being crossed? I own the trailer. I bought it from the trailer court in question over two years ago. If the trailer has to have skirting around it, should they have sold it to me without it and never mentioned it for two years?
