Not Recieving back pay from my employer

I work for a large regional company and was told by my managers that i would recieve an increase in pay upon recieving my license to drive heavy machinery. I was given my license on the first day and then did not recieve my increase until several weeks later. The reason given to me was that my human resource director did not complete the paperwork correctly and that i would not recieve any back pay. Is there anything i can do to recieve my money?
