Legal Question in Employment Law in Illinois

I work on the Chicago Canal and some states have filed to shut it down thru the S/C in D.C because of the Asian Carp Fish. My question is if it happens I'm out of a job can I counter sue the states for lost wages pian and suffering and depression from the lost of a job? On a est of workers in the some boat is 500 people and serval bissinuses that will no longer be able to do what they do because of canal closing. I would like to lead a class action agaist them states for lost of wages insurance and livelyhood for the workers and the companys should also file one as well. Do I are as a group have any chance of making that work?
