If you live in Chicago, Evanston or another municipality with a "landlord-tenant" ordinance that allows you to do so, you may be able to withhold some rent and have the work done yourself if the landlord refuses after notice. Or you may be able to move out after notice if it is serious enough. And you should file a complaint with the building department just to have a paper trail. Under these kinds of ordinances the landlord is not supposed to be able to evict you. But realize dealing with a situation like this can wind up being difficult and costly.
