Legal Question in Landlord & Tenant Law in Illinois

Did the landlord promise to do this in writing as part of the lease? If so and the landlord refuses you may be able to take care of these things yourself and offset the rent (to a point) but there is a notice procedure and the obligation has to be in the lease. If it is not in the lease, you are stuck. In any event these are not the kinds of things that give rise to a right to terminate.
