MY LANDLORD WILL NOT FIX THE SEPTIC TANK ,REPAIRS,BLOWER ON FURNACE AND I HELD RENT FOR 30 DAYS. i PAID FOR ANOTHER HOUSE AND ITS NOT READY AND GAVE HIM 400.00 FOR A WEEK .wHAT CAN I DO WATER WILL NOT DREAIN OUT OF THE HOUSE

Do you have a written lease? If so it should say who is responsible for repairs depending on what kind they are. And whether you do or not have a written lease, if the repairs needed amount to ordinary maintenance (pumping out the septic tank, blower fan belt...) you may be responsible depending on what the two of you (landlord and tenant) expected the deal to be. Also normally you can not withhold rent. If this does not help see a local attorney.
