Are there criminal penalties for a fraudulent violation of the Rental property utility service act 765ILCS 735/1.2 and735/1.3.(a),and can a Landlord be prosecuted for such aviolation against a tennent.

Not that I am aware of - however, there are several penalties provided in the law that you are citing.
