how long should a attorney take to file a motion to discovery of exhibits in a small claims damages case in illinois? I hired the attorney with a written agreement july 2016 over 10 months ago.

If you are unhappy with your attorney you will need to terminate his/her services before anyone else can help you; no attorney can help you while you are already being represented. That being said, depends on the claim -- formal discovery isn't always called for. But if it is and the attorney so neglected doing so that your case has become prejudiced, that's something else. Why don't you ask your attorney for an explanation?
