Ok my mentally disabled mom signed a lease for a 450. 00 per month lease all utilities included and she got a bill 3 months in saying pay 105.oo for going over utilies I have the apartment listing what can I do

If the lease says what you say it does, then the landlord can't charge more. Sounds like the lease may not be what you think it is, however, so take it to an attorney to review.
