Legal Question in Landlord & Tenant Law in Illinois

My neighbors brought a bed bug infestation into our building. I've attempted to contact him because my home has been severely infested and my children are basically being eaten alive. In passing the owner of the apartments claimed to have had his property fumigated and won't discuss the matter further. What legal recourse do I have?

You can contact the local health department and in all likelihood get out of your lease.
