Legal Question in Landlord & Tenant Law in Illinois

I have had this person in small claims court every 3 to 5 month from 2003 til now. He always is just starting a job or just layed off and never pays the amount he has told the judge he would pay, is there anything I can ask the judge which might put the defendent in a more willing way to pay this old small claims amount.

Have you mentioned to the judge how many times you have been to court to collect on the debt?

I would make it VERY clear to the judge next time what you have been going through to collect.
