My question is while moving out of my apartment, the balcony caught fire from a smoldering cigarette in a bucket. There was damage to the outside of the apartment and water damage to the inside. who is responsible?

So you started a fire? And you want to know who's responsible? You are. But there should be insurance. If the landlord files a claim with its insurance company, that insurance company may come back to you, so you might want to talk to your renter's insurance agent (hope you have that) about allowing a claim against your renter's insurance. Hopefully there is insurance because the landlord could sue you for negligence based on the facts you outlined.
