Legal Question in Landlord & Tenant Law in Illinois

I just signed a lease for a new apartment at the end of August. I'm paying close to $1400 a month I can hear my neighbor snoring coughing and sneezing and as well as many other noise issues. This interrupts my quality of sleep has already lead to increased levels of stress. The biggest offense however is the smoke that enters my apartment for residents who smoke cigarettes as well as marijuana this causes instant headache so migraines for me. I would like to know if I can break my lease without penalty and if so how to go about it

Most leases just say that if you create a nusiance, the landlord can terminate your lease. Most leases do not obligate the landlord to enforce other leases. Without seeing your lease, no valid help can therefore be given. I suggest you sit with an attorney who can review the lease and may be able to help you navigate your way through this, which may include a notice to the landlord to get other tenants to act reasonably.
