How legal and binding is a signed and notarized document?

It depends what instrument is signed and notarized. Typically, a written contact need not be notarized in order to be enforceable. However, where by agreement or statute a notarized signature is required, you must have the signature notarized.

However, simply because a document is signed and notarized does not make it enforceable. For example, if you signed a contract for the purchase of heroin for $100 and the seller agreed to sell you heroin for $100, it would make no difference whether the contract was signed and notarized or not: it is unenforceable either way as an illegal contract.
