Orthodontist refuses to refund money

I was 17mths into a 24mth procedure for braces. In my 16th month i paid off the remaining $5k owed on my bill (i paid $2k). I unexpectedly left the state and I dispute the $2k charge with my cc. the dr still refuse to refund the money back to my cc and i had to fill another dispute with my cc. my cc told me if they cant get the money back that the $2k will reappear on my cc. the dr is only owed $980 & he refuses to work with me regarding this. the dr doesnt have a payment plan policy; a refund policy of any sort nor did i sign any contract with him. i want to sue him for the money that is owed to me. how can i go about doing this? i live in colorado; this all happened in illinois.

Before even getting into the merits of your case, you may facing practical problems if you were to file suit. You live in Colorado. Aside from the filing fees which will come about $350, you will have to come to Chicago on at least one occasion and probably two. The costs of your travels are not recoverable. Is it worth it? I don't know, but it is something to consider.
