is my doctor liable to inform me of pregnency problems due to a past leap procedure wich he did for me

Maybe yes, maybe no. Either way, that in and of itself does not meant the doctor was negligent and therefore "liable" to you. In order to find out whether or not the doctor was careless, we have to look at the medical records and get an understanding of the all the circumstances and then see whether under those circumstances your doctor failed to follow the standard of care expected of him.

To do that, you must obtain the entire medical records so as to have them evaluated. Without that there is no way to answer your question with any degree of certainty.

Get your medical records and bring them to my office and I will be able to tell you whether you have a case or not.
