is it possible to up grade my other than honorable from the usmc after 20 years

You have missed the statutory 15 year deadline.

However, there are a very few times when the Board for Correction of Records might grant relief.

One of the significant questions you will have to answer is why it took so long to apply.

I think that you have missed the SOL in this case by five years. Assuming that you have good cause for missing the SOL, the question becomes what new evidence do you have to overcome the decision below. Good Luck!
