Legal Question in Personal Injury in Illinois

my daughter hit a friends car when backing our of our driveway may of 2009. She offered to pay for the repairs as the damage was minimal. there was other damage on the car that had happened in an earlier accident by the individual. we tried for 2 months to get a written estimate so she could pay just for the damage she had caused and not the previous damage, all our attempts were ignored. she was wanting to get it taken care of before she left for school. Since all of our attempts to obtain a quote were ignored we thought that they were not going to pursue the repairs. Now 14 months have gone by and out of the blue the individual texts her and wants to send an estimate and wants her to give him the money. Is there a "statue of limitations' even tho there was not any legal action taken?
