why would you not get your law license if you pass the bar?

Personally, I did. Thanks for asking. But if you are referring to someone else, there is also a character and fitness review, there is a separate ethics exam, there is applying to the Supreme Court, there is paying for the license, there is getting sworn in by the Supreme Court. Could be any of those things or something which does not immediately come to mind.
