Severe clavicle fracture flag football

My son was in PE Class flag football.

He was blitzed and struck twice bfore he fell in pain. The teacher admits she did not see what happened. It took six months to heal. He needs physical therapy but the Dean of discipline put him in medical lock out! The school has caused us great stress! This is in IL.
