can a city inspection hold up a closing?

Yes. If the city inspection may have a negative impact on the property (such as condemning it), then the buyer is well within his rights to hold up the closing to see what happens.

Yes, it can. Many towns in Illinois require municipal transfer stamps in order to close. Some of these towns have your property inspected prior to issuing such stamps. It is not uncommon to delay closing if the city asks the seller (or possibly the buyer) to complete certain repairs prior to issuing transfer stamps. Also, if the seller fails to request the city inspection in a timely manner, closing may be delayed even though no repairs are required.
